Guillaume Huart was graduated at SciencesPo Lille (1995-98), a French high school dedicated to social and political sciences, international relations and economics. Recruiting its students by competition, the institute aims to train the executives of the Nation, both in the public sector and in the private sector.
He completed his multidisciplinary training with a Master of Sciences at the Graduate School of Health Law of Aix-Marseille (1998-99) to further develop his knowledge of the health system, both national and international.
He joined the French body of hospital directors in 2000 (School of High Studies in Public Health, Rennes) by succeeding in a highly competitive national exam. In France, the hospital directors are the executive body of the hospital civil services. They receive a 27-month training in strategy, organization and production of care, finance and management of the human
resources.
He started his career (2002-05) by managing the medical human resources in public hospitals (recruitment of physicians and French and foreign residents, budget management and organization of medical work time) and developing international cooperation (Ditan Hospital, Beijing, China - support for the detection of opportunistic infections by exchange of doctors and residents between France and China).
Then he was recruited at the French ministry of health (2005-08) to enforce the first National plan for rare diseases. He was especially in charge of the structuring and financing of the 131 referral centers for rare diseases, labeled in the most prestigious university hospitals in France to address the unmet medical and social needs of people living with a rare disease or an undiagnosed syndrome.
From 2008 to 2016, he was Secretary general of Imagine – Institute of genetic diseases. Imagine is a research and innovative healthcare institute which goal is to better understand genetic diseases to better treat them. The institute was labeled as a University Hospital Institute by the Investments for the Future presidential program in 2011. He was coordinating the support functions of the departments of technology transfer and industrial partnerships, clinical research, human resources, accounting and operations. He was leading the relations with public and private institutions (negotiation and implementation of grants and sponsorship agreements
and transfer of powers contracts) at the French and international levels.
He is now the regional counselor for health of the French embassies in the Middle East, in charge of the deployment of the French healthcare model and know-how in the Middle-East countries, through the implementation of public-private partnerships and the development of an ambitious residency and fellowship program.
He is a recognized expert in the fields of management, strategy, finance, human resources and public health. He is an associate professor at Paris 13 University.
He was awarded the tittle of Chevalier de l'Ordre National du Mérite in 2015.
